Please don't get drawn into appointing an Agent at this stage. Speak to several and have free chats with them all but leave it firmly at that.
The reason why I say this is because the railway companies in NSW and Victoria sometimes have recruitment drives. When they do (as they early in 2007) they tend to draw up a short list of applicants, send someone to the UK to interview them and then they offer a temporary subclass 457 visa to start with, with a promise of employer sponsorship for
PR later on.
The first thing to do in your situation is to define Hubby's current occupation by reference to the ASCO Code:

The alphabetical index of occupations is at the back. The Code works peculiarly, computer-wise. If the job is on Pge 100 but you go to Page 100 according to Adobe, it will actually be about Page 92 of the Code itself. So let Adobe take you to the right general area and then use the page numbering at the foot of each page in the Code itself in order to find Page 100 of the Code, if you see what I mean.
Trust me, Hubby is in the ASCO Code somewhere! The thing is incredibly detailed. The trick is to find out what his Aussie/ASCO job-title is if you see what I mean.
In the Index, nothing under "Railway" instantly leaps off the page looking like a clone of your OH. Since you say he is an Operations Manager, I doubt if he is a "General Manager." He sounds more specialised than that.
OH might be a "Specialist Manager Not Elsewhere Classified - Code 1299-79" because Airport Manager and Harbourmaster are both in that group? (But God knows why Archbishop is in the same group!) You would have to ask OH how closely his role would compare with the role of an Airport Manager or Harbourmaster. This role is on Page 92 of the Code.
What I would call a "Railway Signalman" is described by ASCO as a "Train Controller" on Page 487 of the Code - 7129-13. Dunno. I doubt that this person is OH? I tend to think a Railway Operations Manager is more like a Harbourmaster in terms of the sorts of tasks which are his responsibility?
OH could be a Transport Company Manager on Page 266?
I doubt whether he is really a Transport Operations Inspector on Page 445?
You really need to get OH to sit down with the ASCO Code and tell us which job-description in the thing fits him to a tee.
Having established his ASCO job-title, the next step is to see whether the occupation is on the SOL:

If it is not on the SOL, is it on the ENSOL?
If it is not on the ENSOL either then it boils down to the idea that Hubby's employer is probably in Regional Australia, able to take advantage of the Regional Employer Concessions for the 457 visa and the RSMS visa as a route to Permanent Residency.
There must be a reason why two or three guys on here last year seemed to be headed in the direction of regional NSW/Victoria and they were heading off on employer-sponsored 457 visas. I have no idea about the rail network in Oz - I assume that freight trains in Oz use the same tracks as passenger trains but I do not know for sure.
However it is at this end of things that you need to start unless you have an occupation which is less difficult to define in Australian terms than Hubby's?
