You are correct, this included secondary school and any time spent at college or university.
I completed the form in March (been in Melbourne for 6 weeks now) and there is no need to provide any evidence, such as exam results from school. If you are applying on the basis of having a professional qualification then you will attach a copy of your degree classification or whatever it might be.
I think the main reason for this question is for applicants from a non english speaking country, you may have people from Asia or Africa for example who have spent 3-4 years in the UK to attend Uni and have a British qualification, but don't have a great grasp of the language. When it comes to getting residency here in Oz, those people in that position have to sit an English proficiency test. Your british passport and birth certificate will see you through here (assuming you are British)
