First things first, my friend.
Ditch your current Agent without further ado. OK - you have wasted £800 onthis guy and he couldn't even be bothered to lodge a formal Appeal for you, it seems. However, this
same guy recently triedto "advise" you to hand over £3,700 to some other crony of his, it would seem, on the strength of nothing but a theory that has yet to be proven to work convincingly.
So whatever you do, have
nothing further to do with your present Agent, I strongly suggest. Whetheror not it is worth a complaint to the MARA depends on a number of factors.
Firstly, is the Agent MARA-registered? You can check by searching here:

If he is not MARA-registered (and does not fwork for a firm whose Princioal is MARA-registered) then the MARA can do nothing to help if the Agent is outside Australia.
Can you prove that you issued formal Instructions to appeal and that he ignored your instructions? Without that, you probably wouldn't get far with the MARA or with the Court.
Also, crying over spilt milk only makes it salty for the cat, honey. It would do othing towards improving the quality of your family's life.
For what it is worth, I think they will have to do somethign about re-opening the gates for people in your position because without you, the Australian work-force will simply end up in evn greater needthan it is in now, which would certainly dampen the economy, to say the very least.
The question is how and when they would re-open the door. The TRA have told everyone to expect further news "early in the New Year." When a bureaucrat says that, he means "Hopefully before Easter but failing that, hopefully by 30 June."
Jason, they knew they wre going to close Pathway D quite a while before they did so. There is no way it was a "spur of the moment" decision, even though I'm surprised nobody in the TRA leaked the inside track information to the media in advance.
So they must have
some ideas about what they can now do to come up with a new, improved replacement for Pathway D.
For the minute, I'd suggest a PM to Janette (who posts as Mrs Braveheart.) The Agents who got them their job and visa may be able to help you as well (I don't know who the agents are.)
Thinking Australia might be some help as well. It is run by a guy called Darrell Todd. He is not a registered Migration Agent but my impression is that TA do more than simply organise visas. I think they have links with recruitment specialists as well.
