If you are applying for a 175 or 176 'hoping for the best' does not work with the Department. If you lodge your application and have not passed the IELT's test then the application will be deemed invalid. As stated in my previous post, it is a
'time of application' criteria which means you must have passed the IELT's to the required standard
'at the time of application' not after.
Booklet 6 General Skilled Migration clearly states
'You must submit evidence of your English Language ability when you logde your application so you will need to have your English skills tested before you apply' .
