Yes you can do it on paper as well even if you have applied for visa on line. It should give you the option. Its a shame it wont let you down load the forms have you tried again????? My only concern for you is it will take a lot longer for them to receive them in Oz. When we did ours on line the youngest ones had his x ray in the morning and it was over there in the afternoon!!!!!!!!!!!!!!!
