Yes, you can apply for a
PR visa while you've got a 457 being processed, as long as you declare this on the relvant forms.
Theoretically, you can apply for state sponsorship from more than one state. However, as you are meant to be genuinely dedicated and interested in living in the state to which you apply, (and not just because it will get you into the country), this is somewhat complicated by applying to more than one state.....
Your skill must be on the STNI list for the state in which you apply as well. I assume you are talking about a 176 visa, not an SIR?
