Hi Kitty,
Yes as of the 1st july 2012 its a new requirement now called skills select http://www.immi.gov.au/skills/skillselect/index/visas/subclass-187/

We are going for the same visa

And if i apply through the labour agreement stream, do i still need skill assessment too?You must meet the requirements, stated in the agreement.And if my recent employer doesn't require a skill ass.in agreement, do i need to get it although ?

I forgot this, Tashy:

"If you do not have an employer who will nominate you, you can lodge an Expression of Interest through SkillSelect. "

An in the opposite case, if you have an employer, I have understand, that you don't have to apply on skill select.

Is your occupation on this schedule?

Otherwise you do not appear to need a skills assessment.
