Cystic Fibrosis/medicare/healthcards

Hi
We have 2 boys and our youngest (who is 18 months) has cystic fibrosis. We are currently applying to Emigrate to Brisbane as we think the climate will give our little boy a better quality of life. We are applying under my husbands work skills and also have a relative who's lived in Canberra for over 20 years as a sponsor so we have enough points to hopefully get us all out there. We are trying to find out as much information about Medicare and healthcare cards etc as no-one seems to know if we would be eligible as soon as we arrived there or if we needed to be there a certain amount of time first. Also any information of hospital care for children with cystic fibrosis would be helpful.
If anyone can help that would be great.
