Starting a Business

Hi Guys,
I've been speaking to a friend over here, who was asking about my working Holiday Visa.... And asked if they would be allowed to open a business whilst on a WHV?

Does anyone know the rules about this? I can't find any information anywhere about the restrictions on opening a business.

Any help that would be great.
