Hi Zoomerang,
You could go this way around things as you say you want to be in oz this summer,you partner could come to oz on a 3 month visitor visa and apply for a defacto visa onshore (in oz) but you have to apply before the 3 month visitor visa runs out - so say you both came to oz on august 1st that would give you till begining of november to get the application in.
(once the application is in you have to apply to immi to leave oz if you wanted too) that would then give you a year of living together which immi are quite strict on also you may get the option to have an interview with a migration officer(which i did) and speeds things up really quick
