Jerrabomberra is pretty much a suburb - and under the flight path to boot. And it is in NSW so zoned for Queanbeyan schools. Rural living is quite popular - if you have a look on
allhomes.com.au & allclassifieds.com.au you will see what is available in the rural areas. None of them meet the OP's requirements though, they are small settlements like Murrumbateman and Gunning or lots of hobby farm type arrangements like Wombeyan and Michelago. Only rural villages within the ACT are Hall - it is quite nice and Tharwa - if you dont mind taking the long route to anywhere.
