We don't live in Mandurah but have been there many times on our way to our friends up in Perth. There's a new train line which has been just finished and I think its about 45 mins to an hour into the city and about $8 return and is supposed to be very reliable. The drive is similar but you have to allow for peak traffic so not sure how long it would take it you drove at that time.

Load of PIO people living locally I'm sure they would be willing to help.
