You probably won't need binocs unless you're a serious twitcher.
The birds are quite unafraid of people normally, for example in the UK it was my experience that if you looked directly at any bird close by it would fly off immediately... here they often turn their heads and just stare back at you with that "what are you looking at?" sort of attitude.
The wildlife IMHO is better than the weather here... and that's saying something!
