An Aussie colleague said to me some years back
"You poms are complete bastards... my son wanted to go on a working holiday there for one year... had to prove sufficient funds, supply banks statements, undergo character tests, fill out huge forms, wait for ages... treated like a criminal he was"

He was amazed to discover I had to do the same for a six months holiday in Aus.
Many of the immigrants here in Aus don't speak the language well if at all. You will hear Aussies complain all the time about "bloody immigrants". They mostly aren't referring to poms, they're usually referring to more visually obvious immigrants you may be relieved to hear.
My mother lives in France... spent the first sixty odd years in the UK... So she has paid nothing into french society... is bludging off their health care system... doesn't speak the language.
She's doing exactly what many thousands of other Brits are doing throughout Europe. It's not just legal its her right, your right & their right as Europeans as I understand it? What's good for the goose is good for the gander don't you think.
