Politicians doing things without thinking the process through or researching things seems to be quite a common thing (HIPs and Poll Tax spring to mind). One wonders if it is because they know they will not be in power permanently and it's easier to leave it to someone else to sort out the mess or make the adjustments needed...
As for the name of the Welsh parliament, I don't know that and I was born in Britain!
