I'm not sure about the English test - I don't know whether it is compulsory for everyone. Alan Collett (a Registered Migration Agent) has published a helpful article about it, though, which is here:

However, you will definitely not be required to take a Citizenship Test unless and until you apply for Australian Citizenship in due course. There is a 4 year waiting period now before people can even apply for Citizenship.
